Williams team principal James Vowles has spent the last month aggressively lobbying the paddock for a massive overhaul to financial regulations. Claiming that the budget cap has created a two-tier championship, Vowles pushed for a sliding scale allowance based on championship position to help lower-ranked teams rebuild infrastructure.
However, during Friday's FIA press conference at the Singapore Grand Prix, the leaders of Mercedes-AMG Petronas and McLaren completely shot down the proposal.
When asked about the sliding scale, Toto Wolff immediately rejected the idea, comparing it to endurance racing Balance of Performance.

"Personally, I don't like the concept of adjustment based on some positions," Wolff stated. "BoP for me is like a red mist."
Wolff praised the FIA for keeping politics out of catch-up mechanisms and questioned if Formula 1 needs artificial CapEx injections. While opposing the infrastructure sliding scale, he admitted the cost cap is severely damaging human resources.
